Most applications use shift + mousewheel to scroll horizontally. Is there a way to use this combination in Fusion360? It's much easier than panning with the middle mouse button for me.

As it is a 3D software I don't think there is a way for scrolling in Fusion.

While I wanted to keep SolidWorks-style navigation (you know you can change this in preferences, right?), I also hated holding middle mouse button down for Orbit. At the time I had a MX Master 3 mouse so I assigned Middle Button to one of the extra buttons of that mouse. This was better than holding middle mouse button. But the real relief came when I bought a 3DConnexion SpaceMouse. If you spend a good portion of your time in CAD software then I suggest looking into buying one.

You mention that you want to Hold the Shift key + "Mouse Wheel".  You do not mention what you want to do with the mouse wheel.  If you set your Fusion 360 Preferences for Pan, Zoom and Orbit Shortcuts to "PowerMill", you can hold the Shift key, press and hold the mouse wheel and drag to pan in any direction.

I would really like to be able to set custom combinations for panning. I said scrolling, but I actually meant panning. Ideally I'd like to keep the scroll wheel as zoom, and then pan on either axis using control and shift as the modifiers.

Then the Preference setting I showed you will do as you like.  Zoom by rolling the wheel and then hold Shift and hold the middle button and drag.
