Hobbyist has expired, 10 day wait?

So my hobbyist has expired, just to clear up the renewal process, you have to fill out all the start up info and submit and wait up to 10 day for a new hobbyist 1 yr use, RIGHT????

I realize this is a frequently asked, just seems like if you all ready had it it should be easier.

It should only be hours after it expires for the hobby license, the start-up take time
