Very new to fusion 360 ! When I add a circle tangent to 2 other circles it moves the first 2 circles from

their original locations. Do they need to be contrained?

If you do not want them to move, YES.  All sketch entities should be constrained and related to the Origin of the model.  In your case, dimensions, to the circle centers from the origin and/or each other will be the answer.

Here is a quick Screencast showing what I wrote about above.  I assumed the circle you wanted tangent but it can be any of the three.

I did  not explain very well, Sorry  . I wanted the 2 circles with dimensions to not move

and  the 3 rd.  circle on the right  to move only.

I know there is a way its great software!

Same solution method, just apply the dimensions to the circles you do not want to mover, constrain them, and then apply the tangent constrain to the other circle.
