Ive been trying to create a 5mm shell for the lid of my rc boat but it continuously fails(and freezes for about 5-10mins). I have attached my file. Any help or suggestions would be greatly appreciated.

I had to Derive the cover body into a new component so I could create a mold body of the shape.  I then Offset the individual surfaces (5 of them) to create a surface model of the cover.  Next I thickened each surface, it would not do all at once, by 5 mm to create 5 bodies.  Last I used the Combine command to create the finish body.  If you want the body back in your original file you can add it back in as a component and replace the original component.  Model is attached.  I did not have time today to do a Screencast of the process but if you really need it, I could do it later.

I decided to use a slightly different method last night and created everything inside your assembly.  The method is basically the same as mentioned above except I used your body to apply the surface to the outside.  Your modified model is attached with a different name. Take a look at the Screencast for my process.

If you are interested in the reasons why this did not shell we can continue the conversation.

@jhackney1972 's solution does not really address any of the problematic techniques you used that lead to the problems.

The curvature comb on your initial half of the boat hull looks good:

So far, so good. However, then you thickened the surface outward and that created broken curvature:

dDepending on the intended end-use that might not be a problem.

However,  you then used to project it into the sketch to use as a loft profile:

Such a profile will create a lofted surface with serious curvature problems, which will create further modeling problems.

In general, there are a number of other techniques that are questionable. E.g. your overuse and body move features and position capture features.

With some attention to detail So far I can get the to shelled to 3mm:
