G-Code uses z-moves for chipping instead of G73

Hello, I'm new to using Autodesk Fusion, and I'm using it to drill, tap, and mill a piece of extruded heatsink. The drilling operations all have 'Chip breaking - partial retract' as the Cycle Type. The Pecking Depth, Minimum Pecking Depth, and Chip Breaking Distance are all 0.05 in. Pecking Depth Reduction is 0 in and Accumulated pecking Depth is 0.525 in. While looking at the G-Code generated from this, I noticed that the first drilling operation uses z-moves to show the chipping instead of G73 like the others. I wanted to know why this one was different from the rest, and what can I do to ensure that they all use G73 in the future as it uses fewer lines. I've also tried this on a few different pieces, and I've gotten inconsistent results. Some use z-moves to drill the holes, and others use G73.
