fusion will not start after removing sql

Fusion does not list SQL as a dependance to operate. The only thing that changed on my laptop is I removed SQL 2012. When Fusion starts I see the launcher.exe start in background processes, next the fusion 360.exe will start. shortly after the processes change to the Apps section of the task manager I get the pop up to submit a report. I have removed and reinstalled, fusion, I have started windows in safe mode and same symptoms. After booting again in normal mode I was following the process to remove the loginstate.xml file. After removing the XML file next time I launched it I got the login prompt. I logged in normally and then it kicked out to the error again. I watched the dispatch service launch for a split second in the task manager and immediately I get the request to send in the report to Autodesk.

the only responses I get from the automatic solutions are very generic that I am running out of resources.

I have attached the dxdiag file and the last startup logfile from fusion. along with a complete file list included with the crash dump to Autodesk.
