Fusion 360 not opening after download, compatibility set to Win 8

Unable to open 360. Went to use it and couldn't get it to open. Doesn't show in Task Manager. Downloaded via cable instead of wifi, open as admin, and anything else I could think of. Same setup on my laptop that works just fine.

HELP!
