Fusion 360/HSMWorks entitlements. Not available in Fusion 360 for Manufacturing?

I've been trying to resolve a vexing question for two or three weeks.
I've been a Solidworks user for years and have a single seat. I needed CAM functionality and decided to try Fusion 360. Not knowing anything about CAM and the available options, HSMWorks did not cross my radar while I was looking. (I'm not sure how that happened) I settled for a non-integrated solution for my Solidworks CAD files due to Fusion's relatively simple and intuitive CAM programming compared to other options I explored. I opted to try a year of the Fusion 360 for Manufacturing package due to the nesting and machining addons, thinking I would probably use them.
I've now realized several things. I don't need the Manufacturing package after all, and I really want an integrated solution for Solidworks. (I'm not interested in switching to Fusion for CAD) HSMWorks seems like the ideal solution and I was delighted to discover that it's included in a Fusion subscription and compatible with my existing post for Fusion. However, as I struggled to download and install it, I received conflicting information. The first agent I spoke to told me that yes, I should have access to HSMWorks with my existing subscription, and it's strange that it's not in my Products and Services. I was then redirected to another agent, and he (along with a third) told me that it is not included with the Fusion 360 for Manufacturing pack. Apparently, I need to buy another standalone seat of Fusion that I really don't need? I'm frustrated, just wondering if anyone else has experienced the same issue.
