fillet cannot be created

as you can see in the attached fillet1, i have a circle with 4 circular cut outs.

also, 5 of the 8 corners fillet worked as expected.

the fillet radius is the value F360 "picked" when i clicked on the corner.

i made it a parameter so i can change it.

as you can see, when i fillet the next corner, it fillets, but the line changes form

black to blue. it doesn't matter which corner i fillet, get the same result -

successful fillet, but blue instead of black line

how do i get the corners to fillet?

Add Fillets as placed features, not in sketch. 

If you really really want the fillets in sketch then …

Can you File>Export your *.f3d file to your local drive and then Attach it here to a Reply? Someone here will show you how to fix it. 

Even your arc cut outs are not efficient technique.
