Enable 3D sketching not available in preferences design tab

Hi,

I am trying to do create a 3D spline for a project, but enable 3D sketching is not available in the palette. I have looked in the preferences detail tab and cannot see an option to enable it there either.

If anyone know what I am missing, I would be very grateful for the feedback.
