Drawing Detail view

Every so often this issue appears and only shows when the part is shaded in the drawing view, I have tried and tried to figure it out and at this point it is getting frustrating and making it difficult to do my job correctly. has anyone had in where the detail shows the full part surrounding the detail circle like the photo below?

1. does this occur in every drawing?
2 I have this picture in front of me.

3. Please share the file.

File > export > save as f3d on local device  > attach it to the next post.

No, it does not do it on every drawing which is why it has me so confused and frustrated. 

i will work on getting the file to you shortly.

The export function is not allowing me to use it. any other way to export as f4d
