Do we need to reboot the computer to just change the application language ?

Actually, when you change the application language in the user settings, a popup appear to ask to reboot.

In 2022, a GUI toolkit and software should be able to force a complete UI redraw to achieve that.

Are you meaning to say "reboot Fusion" because Fusion preferences do not require rebooting the computer.

You just need to restart Fusion 360. There is no need to restart the computer.
