Dimension Lock Icon and Dimension Input

I don't remember the lock icon in previous versions.  Is it new...does it serve a purpose?  I don't seem to be able to select it. 
Also...and more importantly...
While creating a new sketch, I only seem to be able to edit one side of a dimension.  I can enter a new dimension in both input boxes but only one will be reflected in the sketch.  When entering a dimension for a circle, the value is never updated.  I have to use the dimension tool to change it.  This doesn't seem right and I don't remeber it behaving this way in the past.
Any thoughts?  Thanks.
