Decal not attached to component

I've imported a png file as a decal and attached it to the face of a body.

When I move the body, however, the decal does not move with it.

What have I done incorrectly?

The Decal is part of the Component Marble and will move with it.  Take a look at the video for an explanation and a couple of tips.
