They will only display when used.

Your blue circle has none.  No problem, yet.

In both cases the Constraints menu does not appear.

you are probably referencing old material.  The sketch constraints are now located in the toolbar, and only when you are in sketch mode.  They are no longer in the sketch palette

I thought that when I click on the circle, constraint assigned to it will appear under SKETCH PALETTE.

I can see constraint icon on the circle but I want that, When I click on circle I will see list similar to the one below.

- CIRCLE12 TANGENT TO LINE5

- CIRCLE12 FIEXED

In my opinion this is important in complex sketch.
