You need to set up all the arcs fully constrained for one 6th of the shape like this.
I would not use the centre line type in a sketch like this, just use construction line. The line at 30° is used for symmetry for the end points of the 20mm radius arc.
After setting this up select the arcs and circle for the pattern. See attached file.

It is also better to try and keep the sketch as simple as possible and pattern a body but Fusion lacks the ability to automatically join patterned bodies\features.
There is a workaround though, create a center tube extrusion first then add the segment and pattern.
So start with something like this.
Add the first segment.
Then pattern.
I've set up the attached file with a parameter Quantity you can change to give different amount of holes. (will fail if the shape doesn't fit but demon straights the idea. File's attached.
