Chamfering broken in latest version

More specifically, "Chamfer Tip Offset" is broken. If you set the offset to zero (0), the tip is offset ~.25". If you set it higher, the offset increases correspondingly. You cannot set it negative. I tried.  This makes it impossible to chamfer the inside of a small hole, among many other things. This happens with both the 2d Chamfer tool path, as well as 2d Contour.

This bug came along with the latest update (9/24/19), which I don't even want.

How can I revert to the previous version?
