cant upload dwg file drawing template into the drawing template of fusion 360

it displayed a window indicated that this DWG file can't be inserted because it contains one or more blocks or xrefs. Remove these objects and try inserting again, i do not understand what on earth it does mean. can it be resolved? Thanks!

Have you tried opening the DWG using online viewer?

Autodesk Viewer can be tested to see if the same issue arises.
