Can't find Manage Parameters button

I just opened fusion for the first time in a few weeks and went to look at the parameters of a design and I don't see the manage parameters button anywhere and when I type it into the shortcuts search nothing comes up.

If the timeline is turned off the parameters are not available

Do you have capture design history turned on?
