Can't Edit Decals After Placement

I placed a decal (a .png). After placing it, I wanted to modify the position. If you select the decal under the Browser and click Edit Decal, you can rotate and scale the decal but you can't move it up, down, left, or right.

I can't remember a time when moving the decal after initial placement ever worked.

You have to delete the decal and then re-add it if you want to move it somewhere else.

Hmm...  I cannot reproduce this.  Can you share the model and the PNG that is causing problems?  (note:  I did not notice that you said "from the browser", so there are 2 videos here, one from the timeline, one from the browser)
