Can't draw on origin anymore

When I try drawing something and selecting the origin, a weird circle menu comes up and doesn't let me.

For example, when I try to "center diameter circle" on the origin, I can't select the origin.

Have I enabled some weird setting?

My screen looks like this when I try to select the origin.

try : uncheck 3 D sketch in sketch palette
