Can't click File icon

When the design window is expanded (no project column on the left) I cannot click the file icon. It glitches & appears for brief seconds, but it wont stay dropped down. When i open the project column I'm able to click it as per usual. I've attached an image video to show the issue. Very frustrating failure in the basic UI.
