Bug: Upload dialog cannot take focus when there is a notification popup active for an extension expiration

Pretty sure this is a bug, but please correct me if I'm just misusing something.
On Windows 10.
To reproduce:
When you have a notification dialog popup such as "Nesting and Fabrication Access will expire in 3 hours" (or whatever it actually says, I had to cancel it to figure out what was going on so now can't see it), and then click Upload on either the Browser area or in the Menu options. If you do not dismiss the notification, then try to go through the full workflow of uploading a new file, after selecting the file, the dialog with confirmation is not able to take focus, and remains behind the main window (invisible and inaccessible, with the main window grayed out). At this this point you can't interact with anything in the main window, seems as if the app is frozen, but its really just that the active dialog is inaccessible. You can escape out but you can't finish upload workflow until you dismiss this unrelated notification.
Temporary Workaround: Clear any active notification popups before attempting Upload dialog.
