I have this fully constrained sketch, if I add a reference dimension it makes 2 of the tangent constraints turn red.
Fusion doesn't show any warnings, just the 2 red constraints.
File's attached. Note, if you save the file with the red constraints when opened the problem goes away.

Odd. I wasn't able to replicate the issue with your file.
Tried creating it from scratch and had the same result.
Did you select the 2 lines or the endpoints? Selecting the lines still gives me an error.
