Bug Report: some tooltip popups only work 50% of the time (determined by the mouse direction!)

Hi Guys,

The TextBoxCommandInput and RadioButtonGroupCommandInput controls both have the same bug with popup tool tips.

The tips do NOT show up at all, when the user moves the moser over them when the mouse is going from an "up to down" direction.  Nor do they show up if the movement is "Left to Right either.

HOWEVER - they DO show up OK if the mouse moves in from "right to left", of from "down to up".

Unfortunately, 90% of use cases are the first two, when it doesn't work.

Good luck fixing this one!  It looks relatively simple, but it took several months to work out what the pattern was about how and when and why they do not show up!!  I'm on a macbook - but I think the problem is the same on windows too.
