Is this a bug or wrong wording? I've selected Tangent Chain and selected the corner fillet but it selects the whole chain. If it's only supposed to be tangent it should not select the lines at right angles. File's attached.

bad dialog label. It is really "connected chain", not "tangent chain".
@jeff_strater I've come across this many times. While it becomes apparent after a while what "chain" means in this case, having both of these available as options would indeed be very helpful in many cases.
The case presented by @HughesTooling is an excellent example where having "tangent chain" as an options would be helpful.
Not sure if @TrippyLighting is eluding to this but would be very useful in the Sweep feature as well, maybe in some other tools as well?
