Not only is the indicator missing, but the cursor doesn't change to the double arrow cursor.

Bug: Missing dialog resize indicator on Machining Time dialog
If you select and drag the dialog box back to the edge until you get the green nesting bar, you will get the dialog sizing arrow at the top of the dialog. If you drag the dialog box away from the border a bit, you will get the double arrow sizing icon but the dialog sizing arrow disappears at the top. Not exactly friendly but you can get both of them.
