Can you File>Export your *.f3d file to your local drive and then Attach it here to a Reply?

 

Why do you want to Rotate?

Can't you make the Component and then use Joint?

 

Are there any unresolved issues highlighted in your Timeline?

Is your sketch geometry fully defined?

@david78737 - Set Pivot is modal.  You have to click on the checkbox to finish setting the pivot, then you will be able to rotate sketch geometry:

Hi,

From your screencast, it is not possible to tell if the selected sketch elements are prevented from rotating by constraints. But you can see that there are several missing coincidences (white dots).
For an analysis you would have to upload the file.

In @jeff_strater video you can see that Rotate automatically removes conflicting constraints.
