[Bug] Get Latest Updates fails when Component is Inactive

In version 'Fusion 360 2.0.16976 x86_64', when an external component is inactive due to the timeline being scrolled before the insertion point, the Get Latest Updates command fails to update it. Error message: "1 Component is still out of date. Please run the Get All Latest command again." This is new behaviour since the last time I updated.

This is replicable by creating two designs, inserting design 1 into design 2, scrolling the timeline back to the start of the insertion in design 2, updating and saving design 1, and pressing the link again button will show the error.
