I'm trying to split a body with a sweeped surface as the split tool, The two meshes are clearly intersecting but when the "split body" function nothing happens and the error message "No intersection between target(s) and split tool.

Your splitting tool needs to split the body into 2 bodies. The splitting body you have would only split the top faces and leave one body so fails.

You also have something nasty going on with the main body.

Using section you can see there are some voids where features you've added don't overlap.
