Basic Centering Question

So I am pretty new to Fusion 360 and am really trying to master sketching before I move on to other features.  I am finding myself getting bogged down in supremely basic concepts.  For example, I want to center a rectangle on a construction line.  So I pick center rectangle, make a 2" x 2" on that construction line, but when I measure after making the rectangle it is off center by 0.006 of an inch.  Is this a bug or what am I missing.  Thanks in advance!

What am I missing,

the construction line,

literally, you probably missed it, if your not snapping to a point on that line, 

if Fusion can find a way to avoid doing what is intended it will.

 

Make the rectangle's centre point, coincident to the construction line you were trying to attach to, after placing the rectangle, near it.
