It works fine if you use Translate instead of Free Move.

Thanks. Is there any reason the default move type doesn't work?

I normally use Translate when I want to move anything, which is rare.  I use the Free Move when placing an external component into an assembly and that is about it.  So I guess I do not have a reason the Free Move does not work, I will have to leave that up to Autodesk to explain it.

Before you hit OK in Move tool Fusion considers that component to be already on that face (it only previews your move). If you apply your first move by hitting OK then initiate a Move again you can move it to that face. Check this screencast.
