So.. I got a better computer. A desktop.. all in one. Perfectly capable of running Fusion. No outdated GPU drivers, so I don't even wanna hear that. There's no way it's my wifi.. I just wanna do simple things. Extrude just a few mm.. or scale 13 bodies all at once , it shouldn't have a problem. Yet, it freezes, and I have to resort to killing the application. What do I need to do?

This is almost certainly model-based.  What sort of design are you working on?  How large/complex is it?  Can you share it here?  Even so-called "simple" operations, if performed on a complex model will be slow.  Most of the time, they will complete, if you let them.  But, you need to be mindful of the size of your design, and expect that even simple operations might take a long time.

Not very big. Trying to scale it down just a bit

This design looks as if it might have been converted from a mesh to a BRep.  Is that the case?  If so, though the model might look "not very big" each body can be incredibly complex.  That's why we don't recommend converting any sort of complex mesh into a BRep then trying to work with it.  Undoubtedly, this scale operation will succeed, but I would recommend not starting from a mesh model, or using the mesh to reverse-engineer a parametric BRep that is much simpler.  You can also consider putting bodies inside of components, which, though it might not improve the performance of a scale operation, will likely make other operations easier.
