All Surfaces Have Been Set To Avoid

I keep getting a warning that says "All Surfaces Have Been Se To Avoid" 

This prevents me from confirming and applying a toolpath

This happens when I duplicate a setup and try to add a Contour Finishing Tool Path

What does this error mean?
