Aligning a complex curve at 50mm offset

Hi there, I'm new to Fusion, and I've started working for a company, they asked me to redesign a handrail to match the mockup model staircase; the wall curves in 3 stages and the handrail must offset from the steps a specific size.

 

I managed to create a 3d sketch and sweep the rail profile to the wall and the stair but I can't for the life of me align the rail to the wall with any accuracy, in AutoCAD 3d I would offset the profile of the wall create a Z axis line to height at both ends and "Reference Rotate" but Fusion does not support this level of manual workflow,

 

Does anyone know how I would achieve this, via references planes, parameters etc 

 

i have attached the model and the component in question is GO_Handrail - the existing handrail is In place
