I was fortunately able to open the design I needed to but many are greyed out:

Everything in the health dashboard seems working fine:

- Time Magazine’s Person of the Year 2006
- Apple M1 Max rMBP A2485 // Latest MacOS // Latest Fusion
- Usually working off files uploaded to Fusion as: Step, STL, SLDPRT. If it matters ask me.

Experienced this too.  Quite worrysome.  recently having more of these opening cached...   So glad we have a couple commercial seats with the extensions..    Seems they need to spend a little more on a server.    After about 45min this am its working finally.

Opening cached design Could not download version 13 of the document C-------------      due to heavy system load. Opening a cached version of it instead

I can confirm this, too.

Also, Fusion keeps crashing when performing rather simple tasks like updating fairly simple assemblies with just 4 linked parts. Seems to have something to do with the outages, because on restart the outage error is shown.

The last 2 or 3 updates did a number on fusions (and or server) reliability, it keeps getting worse and it's a real headache.

Me four.... which is how I found this thread obviously. I'm starting to have my doubts about this whole cloud based thing. Hey boss, I can't write a program for that part you wanted because....

This is completely breaking my ability to progress with the job in hand.  Can't even start a drawing as my templates cannot be accessed, even though they are stored locally.  Once again, just as in the last major outage, there is no capability to continue working at local level.  This cloud dependency issue really needs to get sorted - there are other workable ways to prevent piracy.

Note that the health dashboard is still saying that F360 is healthy - I wish!

I am also experiencing the same issue,  However I am able to open some of my projects,  but when I do I encounter an "Unresolved External components" errors for literally every referenced component in my project.

as a quick follow up, it appears that my project is back and functional now. appears to have been resolved on the back end as I did nothing to fix it.

My Fusion is back, or mostly back in operation; as Jason mentioned, nothing I did to fix it. I worked on other things for three hours till I could write my program.
