2D image to 3D CAD model

I exported a building floorplan out of Vector Works as a DWG file.  I them brought this into Fusion 360.  Now what I have is a 2D image or something.  It is not a model and it does not act like a sketch.  How do I modify this floorplan and turn it into a 3D model?

The goal is to end up with a 3D model that can be displayed like a 3D guided tour to simulate walking through the building.

You'll need to actually draw the floor plan based on what the image dictates. SMW did a pretty good way of doing it:

Who or what is SMW? Is that a person? A forum member? An application?
