I am trying to make an existing hole bigger. Instead of starting at the zero point is there a way to start in a different position in an effort to save time?

One way you can do this is to add a sketch circle to the design around the existing hole.  This will be your path to create the tool path.  Add a ramp entry to your tool path and it should do the trick.  Model is attached.

If it's just a hole there are possibly easier options (like @jhackney1972 's suggestion) than what I am going to suggest below which is a general solution.

 

I have edited already machined parts like this (let's say your design that has larger hole is called body1):

1. In Design workspace copy body1 and paste new (body2)

2. Edit body2 to match the currently machined shape (e.g. smaller hole)

3. In Manufacturing workspace change stock type to From Solid and use body2 as stock (and body1 as model).

Now Fusion knows the current shape and calculates toolpath considering that.
