Both videos show the first playthrough is fine but either replaying the simulation from the beginning or restarting from the middle of it gives some really weird results.

This is ticket CAM-31389 and has already been fixed.  When you go backward in simulation, the stock simulation needs to start over from the beginning.  The bug is that it uses the current tool for the first toolpath instead of changing to the first toolpath's tool so it cuts the right toolpath but with the wrong tool.  This makes a mess of the stock and sometimes causes lots of spurious clash reports in the timeline.

The fix will be available in an upcoming release.  In the mean time, the workaround is to toggle stock off and then on again after you move backward in simulation.
