Toolpath above model not cutting into stock

We are running into our trace projected tool path being above stock. We have been manipulating, feed height, cut depths, multiple depths, order by depth, heights tab, retract height and offset type, maximum stepdown, and still have a simulated tool path that starts a variable distance above the stock and cuts in midair and stops at the top of the model. attached is our screen shot and file.

I'm not really 100% sure what result you are trying to achieve here, but  I think you are looking for the axial offset.

You want it to have a negative value if you want to cut below the selected contours.

Maybe trace isn't the right toolpath here?

Trace will use the sketch plane for it's height! 

Why not just use 2D contour?
