Stock Setup: Unable to orient X axis

Clicking this button:

And selecting an edge has no effect:

That's because what you're trying to select isn't even an item. If it was an Origin or UCS, you would be able to select the Z or X axis lines. As such, it's an entity that's being created in the MFG space and not interactable, it's for visual purposes only

Not sure I follow. I'm trying to orient my gizmo/work offset by selecting model edges. I do this all the time. It's just not sticking this time around.

I'm able to successfully do this in this video:

As your videos show, you can change the X axis perfectly fine, so saying it has "no effect" is wrong.

If you're wondering why the stock box doesn't move, it's because you have stock "From previous operation set" so of course it's not going to move.

Is the question "why can't I select this entity"?  (screengrab from your last video)

(and it appears that video #1 and 2 are the same thing)

Orientation not location. If I wanted to change the location I would click on a point not an edge.

As the video shows I am definitely not able to orient the X axis. It never changes orientation.

Oh oops. This public video shows expected behavior: https://youtu.be/BFw-IgQqXoo

As shown in the public video linked in this post above, I am able to reorientate the axes by selecting model edges successfully as expected.

But as shown in the video from my OP:

Making this box blue:

And I select a model edge, the gizmo does not change:

Despite the blue box populating with an edge:
