I'm currently working with detail on picture and I have a little problem, I mill first rogue hole on Ø110 mm, now I want to change tool hedgehog mill Ø32 (she's milling 110 diameter) for Ø100, (I don't know it's a good name for she's). And this is my problem, how can I start second operation mill hole starting from 110 diameter. ( diameter on ready is 188).

Thanks for posting! Are you able to share a copy of your file? If so, we can add some sample toolpaths for you.
You will probably have to select an inner boundary (the 100mm) and an outer boundary (where you want the toolpath to finish) and the tool will work within that area. There might be a better operation for this though...

If it is a normal straight bore you can use 2d Pocketing like the one image here
Orelse if it has some taper or if you want to use 3D pocketing then rest machining will do it for you like the one below
Both will give the same results like the below one

I understand what you write, but it can't run on Ø100 mill, i change stepover to minimum but something is wrong, he can not calculate the toolpath. Maybe someone perceive what I doing wrong?
What you need to do is set an inner diameter sketch and define it (and the outer) as Stock contours:
