rotary pocket ignoring center?

3/8" .06" bullnose, .2 max stepover, 7.6" dia cylinder, 1.45" wide. For some reason it only does 3 passes per "side" and will leave a cusp in the center.

If I do .1 stepover, it goes as expected. 0.125 also works, but 0.15 will again self-limit to 3 passes.

There's also a cusp from where they pass over at the rotation. Is there a way to make is cut in a "single" direction (think parallel instead of scallop) to avoid these?
