Ramp toolpath does not use machining boundaries

I am trying to ramp down the outside of a hexagonal shape in a millturn, but the ramp toolpath really wants to bore the center hole.  No matter how I set my boundaries, it still machines the center.  It seems to completely ignore the 'stay outside of selected chain' drop down box.  If it is set to 'tool center on contour' it only machines the center hole and completely ignores the outer profile, and 'stay inside' seems to work as it should.

Can you share your file? It's kinda hard to troubleshoot without seeing exactly what's going on
