Radial Stock to Leave Not Accurate

I have three 1" pockets I'm milling with a 1/8 bit...I set the first radial stock to leave at -.05 (to make it bigger than 1"), the second at 0 (so theoretically should be 1"), and the last smaller one at .05. The results were not what I expected...as I'm trying to get 1" cuts to inlay 1" pieces. Is there a setting I'm missing or a kerf setting for the bit itself?

Thats not how you're actually measuring them, right? My guess is your tool is undersized or deflected by .006-.009

I'm using the inside "pincers" of the gauge so it is pretty accurate...just showing the discrepancies on the LED for illustration purposes. 

 

The tool cutting diameter is indeed accurate. What do you do about deflection?

add a finish pass, reduce DOC/WOC, slow down feed, etc etc. Depends what your machine is!
