Missing loops

I have not cut this part yet; I have only run the simulation.  I first selected the part using "Face" and some of the places that should have been cut were omitted.  I then used "Chains" and different parts were omitted from the cut.  What might I be doing wrong?

I think your "Double" Scaling command was giving your trouble.  I went back in the model and scaled the sketch instead of the model.  Seams to work well now using the Chair selection method.  I set it to cut centered on the edge with no Lead In or Lead Out.  These settings you may want to change.  Model attached.

When you said "double" scaling do you mean I scaled the model twice?  I tried the settings you suggested and still have a couple places where the simulation shows it will not cut.  Could those areas be too narrow to cut?

My apologies, I missed selecting the inside of the sword handle.  The corrected model is attached. By Double Scaling, I mean, in the original model, you scaled the model twice.  I removed all of this scaling and simply scaled the sketch to the same value.  This is just theory on my part but it would not work until I did this.  Corrected model is attached.

I was still getting parts omitted on the simulation.  Each time I tried it was a different part.  I went back to Photoshop, widened some of those narrow places, and scaled the drawing there.  (I've scaled sketches in F360 before, but this time I couldn't.)  This time the simulation included all the parts.  It may be Friday before I can get in the shop and cut this.
