interpolating holes

I have a hole dia 40 mm x 8mm deep through hole, 

first I drill to diameter 39 mm but then the next milling operation, i want to be able to plunge 9 mm and then send cutter around hole in one cut, what is the correct milling operation to do this, at the moment im using the bore option.

I would recommend Circular or 2d Contour.
