Help with Toolpath

I can’t create a toolpath that will mill the fillets on the curved areas of the treble clef. The first toolpath listed is a 2D contour to cut out the shape. The next 3 toolpaths are my attempts to mill away the material above the treble clef. I tried Scallop, 3D Contour, and Parallel. They only remove material along the straight portion of the treble clef.

Any help is appreciated. Thanks.

Some additional details: The sloped portions of the model were created by splitting the bodies using a plane. It's these areas where the toolpaths fail. I originally thought that the unused portion of the split bodies was causing the problem. I did not delete them initially, but moved them to a different component. Since the toolpaths all act like the surface is flat and flush with the top of the model, I assumed that somehow they got included in the Manufacture selection. I then deleted those bodies to eliminate this possibility, but to no avail.

If you do a boundary fill of the model so there is only 1 body it will help a lot, the model is very dirty and some of the surfaces don't meet up very well, this is what the problem is.

Thanks for the help. I struggled to make the boundary fill work, but in playing with it I saw that I still had the bodies I split to make the sloped surface. By making sure they were not selected in Manufacture, all toolpaths recognized the surface. As a hobbyist, I definitely struggle to make Fusion do what I want. Thanks again.
