changing depth of cut laterally instead of "multiple depths"

I have been trying to learn cnc and i am making some progress but when i use adaptive clearing to shape out a part, my depth of cut laterally is way to big. I have a 1/2 inch end mill and when i come in to cut, it engages like half to tool(broke the end mill). I know you can change your passes and do multiple depths with your z axis, but i want to cut using the whole height of the tool so Is there a way to change depth of cut vertically? I dont wanna do multiple passes from the z axis, i just want to change depth of cut laterally.

The radial cut width is set by the optimal load  field

The Fusion default is 40%stepover but for most materials 10% is a better starting point.
