Adaptive Clearing helix will not go right to the bottom of the hole in one go?

I need to counterbore two holes in my part, I have spot drilled and drilled the screw diameter of 3/16 and now I want to come in with a 1/4" endmill and helix down to create the counterbore. It does it but in two stages, I want to do it all at once. I cannot figure out why it wont. Can someone please look at the attached file and give me some pointers?

I am quite sure the Adaptive toolpath and the chamfer toolpath have a bug having the bottom hight set to anything other than the bottom of the toolpath will fail the toolpath.

 

Moving the chamfer toolpath bottom height to just under the toolpath fixies it.
